It doesn't matter what size tissue paper you use either, small grouping of tissue paper will create a small tissue paper flower, and a large grouping of tissue paper with create a large tissue paper flower. You begin by taking a few sheets of tissue paper and layering them. Then, beginning at one end, you fold the sheets of tissue paper back and forth creating an accordion. Take a pipe cleaner and wrap it around the middle of the tissue paper. Then if you want you can round off the ends with a pair of scissors. By doing this it will give you more of a petal look. Then you will pull each layer of tissue paper back one at a time, eventually creating the look of a flower. You may have to scrunch a bit of the tissue paper to make it look more like a fun fiesta tissue flower.
